India is set to make a significant stride in its military diplomacy by dispatching defence attachés to several countries for the first time. This move, which includes sending military attaches to African states, Armenia, and the Philippines, is part of India’s efforts to strengthen and rationalize its military engagements globally.
The decision to post defence attachés to the Philippines and Armenia comes in the wake of India’s successful sales of weapons systems to these nations. In particular, the Philippines signed a substantial deal in 2022 worth nearly $375 million for the acquisition of BrahMos cruise missile batteries, a joint venture between India and Russia. Similarly, Armenia became the inaugural foreign buyer of India’s indigenously developed Pinaka rocket launcher, highlighting India’s growing presence in the global arms market.
Africa has emerged as a focal point in India’s military diplomacy strategy, with defence attachés set to be deployed for the first time to Mozambique, the Ivory Coast, and the Philippines. Additionally, India will extend its military representation to Poland, a country of increasing significance in European security dynamics, and Armenia, with which India recently concluded a major arms deal.
This expansion also includes the re-establishment of a defence attaché position in Ethiopia after several decades, signaling India’s renewed interest in fostering defence ties with African nations. The move to bolster India’s military footprint in Africa aligns with broader efforts by New Delhi to enhance engagement across various sectors, including trade, investment, education, and defence cooperation.
As part of rationalizing its military deployments, India plans to reduce the number of military officials stationed in missions in Russia and the UK. This streamlining effort aims to allocate resources efficiently, redirecting personnel to countries where defence and security cooperation have become more significant.
Defence attachés play a crucial role in facilitating military cooperation, arms sales, and intelligence gathering. In friendly nations, they contribute to acquiring new weapons systems and shaping military cooperation. In contrast, in adversarial environments, they monitor security developments closely.
India’s decision to expand its military presence globally underscores its evolving strategic priorities and commitment to fostering stronger defence partnerships across regions, reflecting a proactive approach to international security and diplomacy.
