British Energy Secretary Ed Miliband is set to visit China in March to resume discussions on energy cooperation and attract Chinese investment, according to sources familiar with the matter. The visit, scheduled for March 17-19, marks a significant step by the Labour government in its efforts to rebuild relations with Beijing amid strained ties between China and Western nations, including the United States and the European Union.
Miliband’s agenda will focus on clean and sustainable energy collaboration, excluding nuclear energy, as he meets with his Chinese counterpart, Wang Hongzhi, to revive the UK-China Energy Dialogue. The talks will emphasize renewable energy initiatives and energy security, two sources confirmed. Additionally, Miliband will engage with Chinese investors at a roundtable discussion to promote investment opportunities in the UK.
The Labour government, which came to power in July, has made it a priority to recalibrate the UK’s approach to China, especially in contrast to the previous Conservative-led administration. British officials have indicated a willingness to accept Chinese investment in job-creating sectors while maintaining restrictions on Chinese involvement in critical infrastructure projects such as nuclear power plants.
Strategic Shift in UK-China Relations
The visit underscores Britain’s attempts to forge a pragmatic relationship with China, diverging from the protectionist policies adopted by the U.S. and EU. The UK has notably refrained from imposing tariffs on Chinese electric vehicles, unlike the U.S. and Europe, which have accused Chinese automakers of benefiting from state subsidies and contributing to global overcapacity.
Chinese car manufacturers, including BYD and Chery, are already present in the UK market, while XPeng is set to launch its vehicles in Britain later this year. BYD also produces London’s iconic red double-decker buses, and a subsidiary of Geely manufactures the city’s famous black taxis.
Miliband’s trip follows recent high-level engagements between the two countries. Foreign Secretary David Lammy visited China in October, and Finance Minister Rachel Reeves made a trip in January. Prime Minister Keir Starmer is also expected to visit China later this year, marking the first visit by a British leader since 2018.
Meanwhile, China’s Foreign Minister Wang Yi visited the UK earlier this month, his first official trip to Britain in a decade, reflecting a mutual effort to stabilize diplomatic and trade relations.
Economic Ties and Future Prospects
China remains the UK’s fifth-largest trading partner, accounting for 5.2% of the country’s total trade. In 2023, Britain exported goods worth £32 billion to China, demonstrating the economic significance of bilateral ties. As part of its strategy to enhance engagement with Beijing, the UK has also appointed a new Mandarin-speaking diplomat to strengthen diplomatic relations and economic cooperation.
With Miliband’s visit, the UK hopes to foster a collaborative approach toward energy security and sustainability, while also signaling its intent to maintain open economic relations with China despite geopolitical tensions in the broader Western world.
