In a dramatic shift in U.S. foreign policy, the newly sworn-in Donald Trump administration has ordered the freeze of all foreign aid, including military and humanitarian assistance to Ukraine. The directive also includes development aid to various countries but notably exempts military assistance to Israel and Egypt, two long-standing allies of the United States.
The freeze, which includes both emergency food assistance and military funding, is expected to significantly impact a range of international programs. One key area affected is the U.S. government’s support for the global fight against HIV/AIDS, through PEPFAR, a program launched under President George W. Bush in 2003. The freeze will delay funding for vital medical supplies, such as anti-retroviral drugs used to treat HIV patients, primarily in Africa.
An internal memo, cited by the AFP, outlines the freeze and directs that no new funds will be allocated to any new or extended awards without prior review and approval. U.S. Secretary of State Marco Rubio emphasized in the memo that each foreign aid commitment would be evaluated to ensure its alignment with President Trump’s “America First” policy. The policy aims to reduce U.S. involvement in international matters and prioritize domestic interests.
While aid to Ukraine, which has been receiving billions in military support since Russia’s invasion, will be paused, both Israel and Egypt are exempt from the freeze. Israel, which has been a recipient of major U.S. military aid for decades, continues to receive emergency support, including arms packages that have been expanded in the wake of the recent Gaza conflict. Similarly, Egypt, which has been receiving U.S. defense assistance since it signed a peace treaty with Israel in 1979, is also unaffected by the freeze.
The decision also includes provisions for temporary funding of essential operations such as staff salaries and administrative expenses, as well as emergency food assistance for countries facing crises like those in Sudan and Syria. The freeze will remain in place for several months, pending a review of existing foreign aid commitments, which will be assessed for effectiveness, consistency with Trump’s foreign policy objectives, and potential duplication.
The United States has long been the world’s largest donor of foreign aid, contributing over $64 billion in 2023 alone. However, with this freeze, Trump’s administration aims to reassess the value of U.S. contributions to international aid and focus more on national interests.
While the move is part of Trump’s campaign promise to prioritize American needs over global commitments, it has sparked mixed reactions. Critics argue that the freeze could undermine global efforts to address crises, particularly in health and development sectors, while supporters believe it will help redirect funds to pressing domestic priorities.
As the freeze takes effect, the world will be closely watching how the U.S. handles its ongoing foreign relationships, especially in conflict zones like Ukraine and Africa, and whether this strategy marks a permanent shift in U.S. foreign policy under the Trump administration.
