In a significant move, the government of Tajikistan has passed a bill banning the hijab and other “alien garments” in the country. The legislation, which was passed by the lower chamber, the Majlisi Namoyandagon, on May 8 and later approved by the upper house, the Majlisi Milli, focuses on prohibiting traditional Islamic clothing and children’s festivities during major Islamic holidays.
The decision comes amid concerns about extremism and cultural identity in the Central Asian nation, which shares borders with Afghanistan. The bill, which also targets children’s celebrations during Eid al-Fitr and Eid al-Adha, was part of a broader session of the Majlisi Milli held on June 19, chaired by Rustam Emomali.
Sulaiman Davlatzoda, head of the Religion Committee, explained that the ban on children’s holidays aims to ensure proper education and safety during Ramadan and Eid al-Adha. The session also saw discussions on changes to Tajikistan’s laws concerning holidays, cultural practices, teachers’ roles in upbringing, and parental duties.
The law introduces hefty fines for violators, with fines ranging from 7,920 somonis for individuals to 54,000 somonis for government officials and 57,600 somonis for religious leaders. This marks a significant shift as previously, wearing hijab or religious attire was not explicitly listed as an offense.
Tajikistan’s stance on hijab and traditional attire has evolved over the years. While unofficial restrictions on hijab were in place since 2007, the recent bill formalizes the ban. The government has also encouraged the adoption of traditional Tajik clothing through campaigns and educational initiatives, promoting cultural identity and discouraging foreign attire.
President Emomali Rahmon has previously expressed concerns about xenophobia in clothing, emphasizing the importance of preserving Tajik cultural heritage. The enforcement of these new regulations reflects Tajikistan’s ongoing efforts to shape its cultural identity and address perceived threats of extremism and foreign influence.
The ban on hijab and alien garments has sparked debates within Tajikistan’s predominantly Muslim population and raised questions about religious freedoms and cultural expression in the country.
