However, regional governor Oleh Synehubov, using the Telegram messaging app, stated that Russia had targeted a “civilian enterprise” in Kharkiv with four S300 missiles. Kharkiv, Ukraine’s second-largest city, had a population of more than 1.4 million before the conflict began in February 2022 when Russia invaded Ukraine. Parts of the city are located less than 20 miles (32 km) from the Russian border. The conflict has taken a toll on Kharkiv, particularly its northern suburbs, which have witnessed the scars of earlier fighting.
