Kim Jong Un and Putin Plan Meeting in Russia to Discuss Arms Deal Amid Ukraine War

North Korean leader Kim Jong Un is planning a rare trip abroad to meet with Russian President Vladimir Putin, with the primary agenda being discussions about providing arms to Moscow for its ongoing war in Ukraine. The United States recently issued warnings that Russia has engaged in secret talks with North Korea to acquire a range of munitions and supplies to bolster its military efforts in Ukraine.

Adrienne Watson, a spokeswoman for the White House’s National Security Council (NSC), confirmed that “arms negotiations between Russia and the DPRK are actively advancing.” The term “DPRK” stands for North Korea. She further added, “We have information that Kim Jong Un expects these discussions to continue, to include leader-level diplomatic engagement in Russia.”

The anticipated meeting is expected to take place later this month, with Kim Jong Un likely traveling by armored train to Vladivostok, a city on Russia’s Pacific coast situated near North Korea. The purpose of the meeting is to discuss the acquisition of artillery shells and anti-tank missiles from North Korea by Russia. There is even speculation that Kim might travel to Moscow, although this remains uncertain.

In exchange for military supplies, Kim Jong Un is reportedly seeking advanced technology for satellites and nuclear-powered submarines, as well as food aid for North Korea, a nation grappling with severe economic challenges and food shortages.

The possibility of an arms deal between North Korea and Russia has raised concerns among international observers. While both countries may seek to break away from diplomatic isolation, any such cooperation must adhere to international norms and maintain peace in the region.

The United States, along with Britain, South Korea, and Japan, has expressed reservations about increased cooperation between Russia and North Korea, as it would violate UN Security Council resolutions prohibiting arms deals with Pyongyang. These resolutions had been endorsed by Russia itself.

Despite sanctions and international restrictions, experts suggest that the ongoing war in Ukraine and the strategic competition between the United States and China have significantly weakened the current UN Security Council system. As a result, military cooperation between Russia and North Korea may continue without significant impediments.

The United States recently imposed sanctions on three entities accused of facilitating arms deals between North Korea and Russia, further highlighting concerns about Moscow’s support for the war in Ukraine.

While Ukrainian officials claim some progress in their counteroffensive efforts, Russian President Vladimir Putin has characterized the attempt to retake lost territory as a failure. This situation adds to the complexity of ongoing negotiations and international relations in the region.

News of the potential meeting between Kim Jong Un and Putin comes as Ukrainian President Volodymyr Zelensky visits the country’s frontline eastern Donetsk region, demonstrating his commitment to addressing the conflict in Ukraine.
