In a move that could intensify geopolitical tensions, India is reportedly in the final stages of negotiating a labor supply pact with Taiwan, planning to send tens of thousands of workers to the island as early as next month. Senior officials familiar with the matter revealed that Taiwan could potentially hire up to 100,000 Indian workers for roles in factories, farms, and hospitals. The two sides are expected to sign an employment mobility agreement as early as December.

Taiwan, facing the challenges of an aging society, seeks to address its need for additional workers. In contrast, India, with a growing population and an economy struggling to create sufficient jobs, views this as an opportunity to provide employment for its young workforce.

However, the potential deal is poised to escalate tensions with China, which vehemently opposes any official exchange with Taiwan—a self-ruled island claimed by Beijing as part of its territory. While the pact doesn’t signify India abandoning the “One China Policy,” it does present a diplomatic challenge as New Delhi actively fosters an unofficial relationship with Taiwan.

Arindam Bagchi, a spokesperson for India’s Ministry of External Affairs, confirmed that the India-Taiwan jobs pact is in the final stages of negotiation. Taiwan’s Ministry of Labour, while not specifically commenting on the India deal, expressed a welcoming stance towards cooperation with countries that could provide additional workers.

One key aspect still being worked out is a mechanism to certify the health of Indian workers willing to relocate to Taiwan. In addition to addressing Taiwan’s workforce needs, the island is offering pay parity with locals and insurance policies to make the employment deal more attractive to Indian workers.

The move aligns with India’s broader strategy of signing employment pacts with developed countries facing aging workforces. The Indian government has already signed agreements with countries such as Japan, France, and the UK, with discussions underway with the Netherlands, Greece, Denmark, and Switzerland.

This development adds another layer of complexity to India-China relations, which have been strained since a border clash in 2020. The two nations have moved substantial military resources to the Himalayan region, with diplomatic talks yielding limited progress. The potential labor pact with Taiwan follows the trend of India engaging in strategic agreements with nations globally, further shaping the dynamics of its foreign relations.
