In a significant development, the Ministry of Home Affairs (MHA) has taken swift action by suspending an Indian Police Service (IPS) officer stationed in Goa, Dr. A. Koan, on charges of alleged misbehavior with a woman. This action was initiated after Goa Chief Minister Pramod Sawant sought the intervention of the union home ministry in the matter.
The MHA’s order, issued on Wednesday, states, “The President of India, in exercise of the powers conferred under Rule 3 of the All India Services (Discipline and Appeal) Rules, 1969, hereby places Dr. A. Koan, IPS, under suspension with immediate effect.” As part of the suspension, Dr. Koan has been directed not to leave the Goa headquarters without proper authorization.
Additionally, the order outlines the terms of Dr. Koan’s suspension, stating, “During the period of his suspension, he would be entitled to a subsistence allowance at an amount equal to the leave salary on half-average pay or on half pay and in addition, dearness allowance, if admissible on the basis of such leave salary.”
The incident leading to this suspension occurred on August 11, when Dr. Koan was relieved of his position as Deputy Inspector General (DIG) following allegations of him misbehaving with a female tourist at a beach club in Goa. Chief Minister Pramod Sawant, addressing the issue, expressed, “We relieved him of his duties, and he has been attached to the head office. It comes under the jurisdiction of the Home Ministry. We have written to the Union Home Ministry, I think the Home Ministry will take action on that officer.”
The matter also found resonance within the state assembly, where discussions were ignited by Vijay Sardesai, the president of the Goa Forward Party, and Michael Lobo, a BJP MLA.
