Philippines and China Agree on South China Sea Resupply Arrangement Amid Rising Tensions

In a significant development amid escalating tensions in the South China Sea, the Philippines and China have reached a provisional “arrangement” for the resupply missions of Filipino troops stationed on a disputed reef. This agreement comes after a series of confrontations between Chinese and Philippine vessels in the contested waters.

The arrangement pertains to the resupply of the BRP Sierra Madre, a Philippine warship intentionally grounded on Second Thomas Shoal (also known as Ayungin Shoal) in 1999 to assert Manila’s territorial claims. This ship, which serves as a remote outpost for Filipino troops, has recently been at the center of clashes between Chinese and Philippine vessels. The most recent incident on June 17 saw a Filipino sailor injured when Chinese coast guard members intervened to prevent a resupply operation.

The Philippine foreign ministry announced the new understanding on Sunday, stating that both nations recognize the importance of de-escalating the situation and managing differences through dialogue. The exact details of the arrangement were not disclosed, but the agreement reflects a mutual effort to reduce tensions and improve communication channels regarding maritime disputes.

The announcement follows recent talks between the two countries aimed at enhancing communication to address ongoing maritime disagreements. Both parties have acknowledged the need for better management of the South China Sea tensions.

In a related development, Manila confirmed that the resupply missions would continue to be managed by the Philippines using its own ships, personnel, and leadership. Jonathan Malaya, assistant director-general of the National Security Council, stated that the Philippines values the support from the United States, which has pledged to back the resupply missions if necessary.

White House National Security Adviser Jake Sullivan reiterated the U.S. commitment to support the Philippines, emphasizing that Washington will do what is necessary to ensure the Philippines can maintain its operations in the disputed waters. The United States, which has a mutual defense pact with the Philippines, is prepared to assist under the treaty obligations, which include defense against attacks on vessels, aircraft, and military forces in the Pacific region, including the South China Sea.
