
In a move aimed at disrupting proliferation activities, the United States has imposed sanctions on four entities involved in acquiring materials for Pakistan’s ballistic missile program. Among these entities are three Chinese companies and one Belarusian company, all accused of contributing significantly to the proliferation of weapons of mass destruction.
The sanctions target companies that have provided crucial items applicable to Pakistan’s ballistic missile programs, including long-range missile endeavors. One of the sanctioned entities, Belarus’s Minsk Wheel Tractor Plant, supplied a specialized vehicle chassis essential for Pakistan’s long-range ballistic missile program, aiding launch support for missiles developed by the National Development Complex (NDC).
Another Chinese entity, Xi’an Longde Technology Development Company Limited, provided missile-related equipment crucial for manufacturing rocket motor cases, likely intended for Pakistan’s NDC as well. Tianjin Creative Source International Trade Co Ltd, also based in China, supplied equipment for Pakistan’s ballistic missile program, contributing to the production and inspection of Category I ballistic missiles.
Granpect Company Limited, yet another Chinese firm, collaborated with Pakistan’s Space and Upper Atmosphere Research Commission (SUPARCO) to provide testing equipment for large-diameter rocket motors, further enhancing Pakistan’s missile capabilities.
The implications of these sanctions are significant. The press release accompanying the sanctions states that all individuals or entities with direct or indirect ownership of 50 percent or more by the blocked persons are also blocked. Transactions involving any property or interests in property of designated or blocked persons are prohibited unless authorized by specific licenses issued by the Office of Foreign Assets Control (OFAC) or exempt.
These prohibitions extend to making or providing funds, goods, or services to blocked persons and receiving such funds, goods, or services from them. The US government, in collaboration with international partners, aims to bolster the nonproliferation framework by deterring and dismantling proliferation networks of weapons of mass destruction worldwide.
