UK Prime Minister Rishi Sunak has issued a warning about the risks associated with rapidly evolving artificial intelligence (AI) and the importance of comprehending these risks before enacting regulations. In a speech marking his one-year anniversary in office, Sunak stressed that while AI has the potential to revolutionize various aspects of life, mitigating the risks it poses, including the potential for human extinction, should be a global priority, akin to addressing pandemics and nuclear war.
The Prime Minister underlined the consequences of mishandling AI, suggesting that AI could make it easier for malevolent actors to develop chemical or biological weapons, empower terrorist groups to spread fear and destruction on an unprecedented scale, and enable criminals to exploit AI for cyber-attacks, disinformation, fraud, or child sexual abuse.
Sunak even delved into what he termed the “most unlikely and extreme” scenarios, wherein society could lose control over AI, making it impossible to deactivate.
While acknowledging that this risk may not be an immediate cause for alarm, Sunak emphasized the gravity of the potential consequences. He noted that the likelihood and uncertainty of such risks are subjects of debate, with some experts suggesting that these risks may never materialize. However, the severity of the consequences should these risks become reality necessitates proactive attention.
The speech precedes a summit on AI safety, to be hosted by Prime Minister Sunak, which will center on the hazards posed by advanced AI systems capable of various tasks but harboring unknown risks to public safety and security.
In a significant announcement, Sunak unveiled the establishment of the world’s first AI Safety Institute. This institute is tasked with advancing global knowledge of AI safety and conducting thorough assessments and testing of new AI models. Its mission includes understanding the capabilities of each AI model and exploring risks spanning from social issues like bias and misinformation to the most extreme potential risks.
Additionally, the Prime Minister revealed a substantial investment of nearly one billion pounds in a supercomputer, which will be thousands of times faster than conventional home computers. This investment is expected to drive advancements in AI research and development.
